Account Aggregators- India's Innovation in Financial Services

Account Aggregators:
India’s Innovation in Financial Sector(1)

Since 2009. INDIA’S INVESTMENTS IN ITS DIGITAL financial infrastructure—known as “India Stack”—have sped up the large-scale digitization of people’s financial lives. As more and more people begin to conduct transactions online, questions have emerged about how to provide millions of customers adequate data protection and privacy while allowing their data to flow throughout the financial system. Data-sharing among financial services providers (FSPs) can enable providers to more efficiently offer a wider range of financial products better tailored to the needs of customers, including low-income customers. However, it is important to ensure customers understand and consent to how their data are being used. India’s solution to this challenge is account aggregators (AAs). The Reserve Bank of India (RBI) created AAs in 2018 to simplify the consent process for customers. In most open banking regimes, financial information providers (FIPs) and financial information users (FIUs) directly exchange data. This direct model of data exchange—such as between a bank and a credit bureau—offers customers limited control and visibility into what data are being shared and to what end. AAs have been designed to sit between FIPs and FIUs to facilitate data exchange more transparently. Despite their name, AAs are barred from seeing, storing, analyzing, or using customer data. As trusted, impartial intermediaries, they simply manage consent and serve as the pipes through which data flow among FSPs. When a customer gives consent to a provider via the AA, the AA fetches the relevant information from the customer’s financial accounts and sends it via secure channels to the requesting institution. The Indian government has developed a comprehensive technology framework to guide the implementation of its policies for consensual data-sharing, including the establishment and operation of AAs. It provides a set of guiding design principles, outlines the technical format of data requests, and specifies the parameters governing the terms of use of requested data. It also specifies how to log consent and data flows. ACCOUNT AGGREGATORS (AAs) IS ONE OF THE NEWEST CATEGORIES of non banking financial companies (NBFCs) to figure into India Stack—India’s interconnected set of public and nonprofit infrastructure that supports financial services. India Stack has scaled considerably since its creation in 2009, marked by rapid digitization and parallel growth in mobile networks, reliable data connectivity, falling data costs, and continuously increasing smartphone use. Consequently, the creation, storage, use, and analyses of personal data have become increasingly relevant. Following an “open banking” approach, the Reserve Bank of India (RBI) licensed seven AAs in 2018 to address emerging questions around how data can be most effectively leveraged to benefit individuals while ensuring appropriate data protection and privacy, with consent being a key element in this. The Role of Account Aggregators: RBI created AAs to address the challenges posed by the proliferation of data by enabling data-sharing among financial institutions with customer consent. The intent is to provide a method through which customers can consent (or not) to a financial services provider accessing their personal data held by other entities. Providers are interested in these data, in part, because information shared by customers, such as bank statements, will allow providers to better understand customer risk profiles. The hypothesis is that consent-based data-sharing will help poorer customers qualify for a wider range of financial products—and receive financial products better tailored to their needs. Despite the nomenclature, AAs are, by regulation, barred from seeing, storing, analyzing, or using client data. They simply are consent managers who act as trusted and impartial intermediaries between users and providers of data. The concept of AAs emerged from discussions at the Financial Stability and Development Council, the apex body for Indian financial sector regulators, in 2015.7 In 2016, RBI released the Account Aggregator Master Direction, and the four financial sector regulators—RBI, Securities and Exchange Board of India (SEBI), Insurance Regulatory and Development Authority of India (IRDAI), and Pension Fund, Regulatory and Development Authority (PFRDA)—agreed to allow their regulated entities to participate. #1 India's Digital Transformation is Underway : Sound Digital India

India’s Digital Transformation is underway

As I was putting the final touches to the draft of this online book Times of India reported that (1) FASTags has overtaken cash collection in National Highway tolls and (2) The Finance Minister announced that UPI based payments and RuPay debit card transactions are exempted from MDR. These two developments among others illustrate the speed with which Digital India is transforming the way government is serving citizens and how the nation is moving from traditional ways of conducting transactions- cash or paper to DIGITAL . Today in India we have available enough infrastructure, knowledge, exposure and experience needed for the successful practice of Digital India. National Government Services Portal (https://services.india.gov.in/) lists nearly 10,000 services most of them offered on fully online mode. However, the percentage of people who are aware of these resources and applying them in their daily life for professional and personal purposes is very small compared to the rest of the population. Let me give you an example. As part of digital India citizen services suite the Indian government has made available a world class secure digital storage service called Digilocker. Digilocker is open and available to every Indian resident. Residents can store and share documents securely. 2. Digital India Resources are underutilized However the number of Indian residents who have created accounts on Digilocker and use it on a regular basis is very small (49 million users) . In my opinion every college student in India should have created an account by now and has been using it actively. This needs immediate attention and action. 3. The Goal This work sets its goal as to help overcome this situation and bring Digital India resources central to every Indian resident and join this wonderful journey of transforming India into Digital Economy and Knowledge society as envisaged in Digital India programme. POINTER:: To know current number of Digilocker users see here https://Digilocker.gov.in With the Digital India programme gaining momentum in recent years, its penetration into the fabric of our lives is getting deepened. Today the three basic services required for online transaction- online identity Aadhaar, online document sharing- Digilocker, online payments- BHIM are up and are serving millions of Indians. There are more than 1200 services or apps deployed by Digital India which a citizen can choose from and use depending on her requirement. Special services are available for farmers, students, teachers and entrepreneurs and like. Digital India is a new reality and compelling.
4. Digital India information on services is scattered in many places- government websites, app stores , publications and other locations. It is very hard for citizens to discover them on the fly and use them. This work intends to offer a remedy for this. Between the covers of this book, citizens will be able to find essential and important information and links that help them to explore and understand available services.and choose the appropriate ones that meet their specific requirements. For instance, a senior citizen will find how to get an online living certificate or a student will find where to discover a scholarship online or access learning resources. Digital India is all inclusive and has service to each one of its citizens.
5. A book of this sort gathers information from an innumerable sources - web sites, published documents and books, discussion forums , blogs and more. Hence it is not possible to mention every source consulted by the author while composing the content. However, an alert reader can discover soon that the author has borrowed a great deal of content from many government websites run by different departments both center and state. Another important resource is publications such as policy documents and white papers. No references or sources or links are mentioned in the text to enable readers go through smoothly without distraction. However a brief bibliography is included for the interested reader. Digital India is the theme of our times. It is affecting all of us and each one can benefit from it. Author has enjoyed learning it and teaching a set of courses on them. Now the author wishes to share the same with the rest of the nation. Hope this book finds relevance in the life of every Digital Indian. Digital India is a living and growing and Suggestions/corrections if any may be emailed to author at digital.india.master@gmail.com Ravindra Dastikop January, 2020 #DigitalIndia

Indis Stack: Why was it developed?

 Why IndiaStack?

  1. Building on its earlier e-governance projects, India launched  a comprehensive programme called digital India in 2015. The objective of digital india project is to deliver citizen services  digitally and online . To realize this, it has developed the following layered services.

  2. IDENTITY LAYER :  where Aadhaar allows the authentication of identity on demand with the need for a physical presence, as well as e-KYC (verification), eSign (Digital Signature) and Digilocker ( online document depository)

  3. PAYMENT LAYER : where the UPI is a single interoperable interface to bank accounts effectively granting everyone mobile access to the payment system and allowing financial transactions to take place instantly , on demand and in fiat money inside financial system

  4. DATA-SHARING LAYER: where data privacy is ensured and resident data facilitate financial transactions while moving efficiently and securely based on resident ( customer) consent

INDIA STACK

  1. Over the years, the above collection of layers, all offered as Public Good, has come to be known as India Stack. These layers, when connected allow many different and competing solutions to appear for technologically challenges , all capable of scaling up.  India Stack promotes a host of services- ranging from government to citizen, business to business, business to customer and citizen to to citizen services. India Stack is an example of how a unified, multi-layered set of digital platforms provided by the government , provides business, startups and developers significantly improved  financial, educational, health and other services.
